The Organization was started by a group of youth dedicated to rural development. This organization stared functioning in the year 2002 for slum dwellers of Gwalior and activities were carried on by these youth from their own resources. Kadam Jan Vikas Sanstha is currently working with development issues like livelihoods, food security, capacity building, public health and education. The Catholic Diocese of Gwalior was part of the Catholic Diocese of Jhansi from 1955 to 1999. In 1999 The Diocese of Gwalior was erected and His Excellency Rt. Rev. Bishop Joseph Kaithathara was the first Bishop of the Diocese. Until the year 1999 the community development works in the rural villages of Gwalior were carried out by the diocese of Jhansi. After the bifurcation from Jhansi Diocese, Gwalior formed its own Social wing which was named Gwalior Catholic Seva Samaj (GCSS) by his Excellency Most Rev. Bishop Joseph Kaithathara on 4th Oct. 2003.
